OPPORTUNITIES FOR STRATEGIC PLANNING IN THE FIELD OF PUBLIC ADMINISTRATION

The article analyzes the possibilities of strategic planning in the field of public administration. The author notes that planning is the basis of public administration, which determines the strategic priorities of the country's development. In modern conditions of digitalization and globalization, there is a need for innovative approaches to planning that allow for a prompt response to challenges, adapt policy to rapid changes, and increase the efficiency of management decisions in the state. The author examines modern innovative models of strategic planning in public administration, which combine such components as collective management, scenario planning, and the use of artificial intelligence. These approaches emphasize the importance of interaction between participants, which allows taking into account different points of view when developing and implementing strategic public policy. Modern planning in public administration should be based on the following principles: flexibility and adaptability to change; use of digital technologies and analytical data; transparency and public involvement; orientation toward sustainable development; and project-oriented approach. The implementation of innovative planning models plays a key role in public administration around the world. Thanks to a flexible, inclusive, and technologically oriented approach, these models help to solve the challenges associated with rapid social, economic, and environmental changes. Countries use different methods of strategic planning with varying degrees of success, which allows us to analyze their experience and assess the possibility of its application in specific conditions, in particular in Ukraine. At the same time, the implementation of these models is accompanied by certain difficulties and risks, which require thorough research to achieve maximum results.
The results obtained during the study indicate the key role of technology in improving strategic planning, in particular through predictive analytics and real-time data monitoring. The key approaches and tools used in advanced countries of the world and their potential for Ukraine are analyzed.
