EUROPEAN INTEGRATION GUIDELINES FOR DIGITAL TRANSFORMATION IN PUBLIC ADMINISTRATION OF UKRAINE

The article is devoted to the analysis of the current situation (2021-2024) in Ukraine regarding European integration processes in the field of digitalization of public services. The purpose of the article is to study the process of implementing the legislative framework for digital transformations in public administration in Ukraine to the conditions of the European Union and to identify the problems and shortcomings of this process. The information base of the study is the legal acts of the European Union and Ukraine in the field of digitalization and information and communication development of public administration and media. An analysis of the implementation of regulatory legal acts in accordance with the requirements of the European Union in the field of information technologies, telecommunications and data processing, and dissemination of information was conducted. Priority areas of digital transformation of public administration in Ukraine were identified: electronic communications, cybersecurity, e-identification, authentication, e-commerce, digital services, trust services, data circulation, and radio spectrum policy. The requirements of the European Parliament and the Council regarding the processes of European integration of Ukraine in the field of digitalization of public services were studied. It is substantiated that the further development of public administration reform mechanisms in Ukraine will allow for the continuation of digitalization of services for citizens and businesses; ensure the accessibility of digital services for persons with disabilities and low-mobility population groups; introduce new electronic services, in particular in the field of business registration and receipt of social assistance, which will ensure the fulfillment of the requirements of the European integration process. The national study on the use of electronic public services in Ukraine is analyzed, and the dynamics of this process are determined. The conclusions identify problems in the implementation of effective digitalization of public administration in Ukraine: institutional transformation, involvement of international technical assistance for the adaptation of legislation, expert support and translation of EU legal acts into Ukrainian; lack of financial resources for the creation of new authorities, which are provided by reforms on policy formation in the field of data management and data protection; improper implementation of radio spectrum policy in Ukraine.
