CONCEPTUAL AND CATEGORICAL APPARATUS FOR THE STUDY OF PUBLIC ADMINISTRATION MECHANISMS IN THE FIELD OF FORMING A NATIONAL STANDARDIZATION SYSTEM

Abstract

The article systematizes scientific research on the concept of public administration mechanisms in the field of forming a national standardization system. The author notes that in modern conditions of globalization and European integration of Ukraine, the harmonization of national standards with international norms is a necessary condition for the development of industry, technological progress, and attracting foreign investment. The lack of effective public administration in the field of standardization can lead to fragmentation of the regulatory framework, complications of doing business, reduction of product quality, and violation of the principles of fair competition. The article states that the national standardization system is a comprehensive mechanism of state regulation and self-regulation, which ensures the establishment of uniform requirements for products, services, and processes in the country, contributes to the protection of the health and safety of citizens, the development of the economy and technological progress, as well as the integration of Ukraine into the international standardization system. The author substantiates the concept of "public governance mechanisms in the field of forming a national standardization system", which is proposed to be considered as a set of institutional, regulatory, organizational, administrative, and economic instruments used by state bodies, public institutions, and other interested parties to ensure the development, implementation, and control of national standards in order to improve product quality, safety, the competitiveness of the economy and integration into international markets.

Public governance mechanisms in the field of forming a national standardization system are key instruments of state policy that ensure regulation, control, and development of standards at the national level. They include legal, institutional, economic, organizational, information and control, and supervisory measures, which together create an effective regulatory system. In the context of Ukraine's European integration, an important aspect is the harmonization of national standards with international norms, which will contribute to improving the quality of domestic products, their competitiveness, and integration into world markets.
