THE CURRENT STAGE OF THE FORMATION OF AN INCLUSIVE SOCIETY AND DEVELOPMENT BARRIER-FREE SPACE IN UKRAINE

In the article, the concept of "barrier-free" is presented by the author as a value paradigm, a philosophy of transformational changes in society, which takes into account the uniqueness of each person, as well as an integral component of modern spatial planning of territories. It was emphasized that the majority of Ukrainian regions and cities so far do not meet the approaches and principles of barrier-free accessibility and are not adapted to the requirements of various categories of citizens, including persons with disabilities. Attention has been drawn to the fact that certain problems have intensified with the beginning of the full-scale invasion of the Russian Federation on the territory of Ukraine.
A brief analysis of the main regulatory and legal acts created during independence, which form the basis for building a barrier-free space in Ukraine, is made, which, however, needs to be updated and respond to the challenges of the times, taking into account the best European experience. A barrier-free space is not only the competence and responsibility of the authorities, it should be a joint effort of the state, business, academia, and the public, balanced work of public authorities, and effective interaction with different categories of the population.
The research presents the results of a content analysis conducted by the author in the period from November 21, 2024, to February 21, 2025, which consisted of the analysis of more than 200 messages in online media (local, all-Ukrainian) using ten predefined keywords and phrases (ramp, inclusiveness, barrier-free, accessibility, wheelchair, etc.). Among the identified problems, the most frequently mentioned in the media are low social inclusion of persons with disabilities in the field of employment, inconsistency or clear violations of state building regulations, inaccessibility of medical infrastructure, public transport to the needs of persons with disabilities, digital barriers and a number of other problems.
At the current stage of Ukraine's development, the process of building a barrier-free space is still ongoing and requires the formation of an inclusive society, open to change, in which conditions are created for the development of inclusive public authorities, an inclusive economy, educational, cultural-artistic, social-labor, ecological (environmental), medical environment.
