FEATURES OF IMPLEMENTATION OF VETERAN POLICY BY PUBLIC AUTHORITIES OF UKRAINE: SECURITY ASPECT

The article reveals the features of the implementation of the veteran policy by public authorities, their competence, and interdepartmental coordination. In particular, the analysis of the powers of structural divisions of social protection of the population on implementation of state social policy was carried out and the competence of the department on veteran policy of the OVA in the sphere of veteran policy on interinstitutional coordination in the sphere of social protection, veteran policy, on ensuring the implementation of state veteran policy in the region, in particular, on social protection of veterans and their members, their implementation and organization of implementation of programs and measures of social protection of veterans and family members of veterans, ensuring the rights and freedoms of these persons during the transition from military service to civilian life based on the use of a multidimensional integrated approach was identified. It is generalized that measures to support war veterans and military personnel provide for mutual coordination of actions, the result of which is assistance in the implementation of the rights and guarantees provided by law, taking into account their individual needs. The competence of structural units on veteran policy in the field of social protection of combatants is analyzed, namely: on health care issues, on veteran policy issues, health care institutions. The article presents a number of unresolved issues of implementing veteran policy by public authorities. The authors identified a number of unregulated issues in the implementation of veterans' policy by public authorities: the procedure for interaction between structural units entrusted with veterans' policy functions and structural units responsible for health care in organizing work aimed at supporting war veterans and military personnel during treatment in health care institutions; blurred boundaries of competence of structural units responsible for veterans' policy in the field of social protection of combatants; low level of legal and organizational support for war veterans and military personnel when resolving issues of implementing appropriate benefits and guarantees; lack of clear criteria for the individual needs of war veterans; low level of necessary competencies of specialists in supporting war veterans and demobilized persons to participate in organizing events to support war veterans and military personnel.
