TO THE ISSUE OF THE INSTITUTIONAL CAPACITY OF INFORMATION AND ADVISORY SUPPORT OF AGRICULTURE IN THE CONTEXT OF EUROPEAN INTEGRATION PROSPECTS OF AGRARIAN POLICY

Abstract

The publication explores the problem of institutional capacity for information and advisory support in the context of European integration prospects of state agrarian policy. The definition of institutional capacity is multidimensional, which actualizes the decomposition of the analytical procedure and its understanding as functionality. The latter necessitates the analysis of structural aspects of institutions and the ability of their elements to solve specific social tasks, which is the central concept of public administration. Such an approach to understanding institutional capacity forms the basis for identifying discrepancies between the public recognition of the institution's capacity, its effectiveness, and the actual state of capacity in solving social problems.

The authors substantiate the need to strengthen the potential of the advisory institute based on an analysis of the spectrum of domestic advisory services, requests from consumers of advisory services in several European countries, and the main directions of agrarian policy in the context of European integration. The article identifies the main directions for developing institutional advisory structures, considering promising areas of cooperation in agriculture in the context of European integration agreements. To increase the institutional capacity of information and advisory support of agricultural policy in the context of European integration dominants by strengthening the potential of the advisory institute, we consider it appropriate at the level of the Ministry of Agrarian Policy and Food to form a holistic concept of advisory support for small and medium-sized agricultural producers. The rational basis of the idea should be: a SWOT analysis of access of small and medium-sized agricultural producers to appropriate, relevant knowledge and services that would take into account their needs, the subject of scientific research, and connections with other stakeholders who form an innovation network in agriculture and rural areas; a comprehensive methodology for assessing existing advisory services to plan the launch and/or optimization of advisory support, determine its effectiveness and efficiency in the context of European integration, war, and post-war recovery; methodology for modeling a promising agricultural advisory system in each region and at the national level; creation of a publicly available interactive list of all organizational types of advisory services under the management of the National Association of Agricultural Advisory Services of Ukraine.
