WAYS OF IMPROVING PUBLIC ADMINISTRATION MECHANISMS IN THE SPHERE OF DIGITALIZATION IN THE CONTEXT OF PROVIDING INNOVATIVE DEVELOPMENT

It was found that applying a systemic approach to improving the mechanisms of public administration in the field of digitalization and ensuring innovative development is an urgent task for Ukraine. It was found that digitalization is an integral feature of the functioning of the public and private sectors, acting as a «generator» of ideas for innovative development. It is emphasized that it is from this sector that important IT solutions are borrowed into the state, which allows for improving public life in one or another sphere. It insists on the annihilating influence of digitalization and innovative development within the framework of public management mechanisms, since the sate's task is to create institutional conditions for the proper functioning of society and business entities as «generators» of innovative development. It is emphasized that innovative and, in particular, digital development in the modern economy is becoming critically important for ensuring national competitiveness. It is justified to implement a set of measures to improve domestic public administration mechanisms in the field of digitization and ensure innovative development, including the modernization of science, the implementation of progressive and effective innovative projects, ensuring the development of technological modernization of crucial sectors of the economy, improving legislation in the field of stimulating the digital economy, etc. All this should be done based on an active state policy in digitization and the formation of relevant innovation systems and ecosystems because Ukraine has adopted relevant legislation on the creation and development of a national innovation system. The need to develop a national strategy for innovative development has been proven to consolidate resources in this area and prevent a gap in innovative and digital development processes, which is already recognized at the level of official documents today.
