DEVELOPMENT TENDENCIES OF ORGANIZATIONAL FORMS PARTICIPATION IN LOCAL SELF-GOVERNMENT

Abstract

The article analyzes the current state and main trends in the development of organizational forms of participation in local self-government. In particular, an analysis of such organizational forms as a local referendum, a general meeting of citizens, public hearings, the introduction of a local initiative for consideration by a local self-government body, and the initiation of the creation of self-organization bodies of the population with the aim of

International trends in the development of both participation and its forms of implementation are revealed through the principles of public participation in the process of making political decisions, resolutions of the UN Human Rights Committee, the International Covenant on Civil and Political Rights. A generalized and presented matrix of public participation in the European modern practice of public administration in the decision-making process with participation of various forms, in particular, provision of information, consultation, dialogue and active participation, as defined in the Code of Best Practices of Public Participation in the Decision-Making Process, is given. Four levels of participation are represented - from the lowest to the highest degree of involvement, which include: information, consultation, dialogue and partnership.

Some problems of participation at the current stage of development of local self-government are indicated, among them the lack of implementation of forms of direct participation of the community in the management of local affairs, which is hindered by a number of difficulties: the lack of procedural norms, the limitation of local budgets and the passivity of residents of territorial communities.
