STATE ENVIRONMENTAL POLICY IN THE FIELD OF ENSURING ENVIRONMENTAL SAFETY AND CONTINUOUS DEVELOPMENT IN UKRAINE

Abstract

The full-scale invasion of Russia, its ecocidal consequences, and the processes of globalization and social transformation have increased the priority of environmental conservation, and therefore require Ukraine to take urgent measures. For a long time, the economic development of the state was accompanied by unbalanced exploitation of natural resources, and low priority of environmental protection issues, which made it impossible to achieve sustainable development.

In the field of security and defense, the issue of access to the objects of the military-defense industrial complex must be resolved to carry out appropriate supervision and control over compliance with environmental legislation at these sites, to prevent pollution of surface and ground waters with oil products, the destruction of natural landscapes, etc. consequences of activities at these sites, which will contribute to security and defense reforms and the implementation of NATO standards. The introduction of international standards for environmental management systems at enterprises and companies will contribute to the development of an environmental management system and the implementation of international environmental initiatives in Ukraine.

The introduction of an environmental risk management system in all spheres of the national economy will help prevent man-made and environmental disasters. The goal of state environmental policy is to achieve a good state of the environment by introducing an ecosystem approach to all areas of socio-economic development of Ukraine to ensure the constitutional right of every citizen of Ukraine to a clean and safe environment, the introduction of balanced environmental management and the preservation and restoration of natural ecosystems.

Achieving the goals of state environmental policy will be carried out through stabilizing the environmental situation by consolidating changes in the public administration system that occurred through reforming the state environmental management system, implementing European environmental norms and standards, improving environmental accounting and control systems, introducing financial and economic mechanisms to stimulate environmentally oriented structural changes in the economy.
