Abstract

The system of social protection, healthcare, psychological rehabilitation, and socialization of war veterans needs to be improved. Benefits and guarantees for war veterans are provided by more than 18 central, local executive authorities and local governments, which leads to a lack of accountability. Benefits and guarantees for military personnel are regulated by 156 legislative acts, some of which do not have an implementation procedure and are not enforceable. This entails restricting the rights and social security of war veterans, and duplication of legal acts is more likely to confuse than to help achieve goals. Reform of support for war veterans involves the use of a comprehensive strategy to increase the social security of war veterans and the introduction of new methods and practices to solve their key problems. Relevant today is the study of the theoretical and practical features of reforming the medical and social security of war veterans in the context of improving the state veteran policy of supporting veterans, aimed at protecting the rights of war veterans, improving their social security, healthcare, psychological rehabilitation, social and professional adaptation, honoring their memory and promoting their public image. A person-centric approach will be a significant principle in reforming the medical and social care of war veterans. The state policy of medical and social support for combatants is formed and implemented on the principles of social justice when establishing the scope of benefits and guarantees, comprehensiveness in the formation and implementation of measures for the adaptation of war veterans to peaceful life, adequate financial support for the benefits and guarantees provided for by law for this category of citizens, openness and equal access to information about government benefits and guarantees, mechanisms for their implementation, access to the exercise of the right to receive all benefits and guarantees, transparency and accountability of the activities of government bodies, their officials in the field of medical and social support for combatants. Therefore, the study of the theoretical and practical features of reforming the medical and social security of war veterans in the context of improving state veterans’ policy remains relevant.
