STATE POLICY IN THE FIELD OF ENVIRONMENTAL SAFETY

This article examines the role played by state policy in environmental challenges and problems that may arise for Ukraine’s national security. Legal aspects of environmental policy cover environmental protection measures to preserve the natural environment.
The country has developed an appropriate regulatory framework, and environmental programs for environmental restoration and protection, and is trying to secure the necessary funds to implement these programs. The state regulation of the environmental sphere is carried out through legal, administrative, and economic measures, which together form the environmental policy and determine the levers of the state environmental security of the country.
The main goal of the state environmental policy is to create effective economic and legal conditions to ensure the use of available resources to stabilize and improve the state of the environment. In a market economy, one of the most urgent tasks is to improve public administration in the environmental sphere. The development and improvement of environmental governance are inextricably linked to the objective conditions of significant social change and human development. The publication analyzes several national laws related to the environmental policy of the state, namely the Constitution of Ukraine and the Laws of Ukraine «On Environmental Protection», «On the Basic Principles (Strategy) of the State Environmental Policy of Ukraine for the Period up to 2030» and others.
At the current stage of social development, the priorities of the country’s national interests in the field of environmental policy include ensuring environmentally safe conditions for the life of society, and preserving, and restoring the environment. Today, the state environmental policy, as a component of Ukraine’s national security, establishes a system of effective state control. In addition, it prompts response to environmental risks resulting from military operations to prevent the irreversible collapse of normal life resulting from military aggression and to promote the development of all sectors of the country and the rapid restoration of normal life in the post-war period.
