ANTI-CORRUPTION STRATEGY OF UKRAINE: CHALLENGES AND PROSPECTS IN THE CONTEXT OF EUROPEAN INTEGRATION

Abstract

The article examines the peculiarities of implementing the state policy in the field of preventing and combating corruption in Ukraine in the context of European integration processes. In the context of current challenges, the issue of the effectiveness of anti-corruption policy, its adaptation to new realities, and compliance with international standards is of particular relevance. Anti-corruption policy is viewed as a component of the public administration system aimed at creating effective mechanisms for preventing, detecting, and overcoming corruption. The key elements of this policy and the activities of relevant state institutions are analysed.

It is noted that a full-scale war has significantly transformed the anti-corruption environment, posing new challenges to the State. The author substantiates the need to reform the anti-corruption policy by strengthening institutional capacity, introducing digital tools, ensuring the independence of the judiciary, and developing public control. The author describes the current state of corruption prevention in Ukraine, identifying both achievements and typical problems in this area. The author positively assesses the adoption of the new Anti-Corruption Strategy and the growth of the institutional capacity of anti-corruption justice. At the same time, it was found that informal political practices continue to influence the formation of the anti-corruption system, in particular: blocking the adoption of key anti-corruption laws, attempts to limit the powers of anti-corruption bodies, and restrictions on access to open registers and data necessary for effective public control.

The onset of Russia's full-scale invasion has caused not only serious financial difficulties but also an increase in corruption, which has led to intensified efforts by the state to counteract it. The article examines the activities of state bodies responsible for regulating anti-corruption policy, as well as changes in the regulatory framework under martial law. Based on the analysis of legislation and policy documents, the author refutes the stereotype of total corruption in Ukraine and proves that, despite the war, the State is actively integrating into global anti-corruption processes.
