ASPECTS OF SOCIAL SECURITY AND SOCIAL PROTECTION IN TIMES OF WAR

The article analyzes the current situation and unresolved issues of social security and social protection of the population in wartime. The necessity of social protection is considered, the main aspects of social assistance to the population of Ukraine are studied, and the importance of social protection of the population in wartime is determined. The system of social protection of the population in Ukraine under martial law is analyzed through the prism of social protection indicators. In particular, the analysis of expenditures on social protection and social assistance to the population of Ukraine before and during the war in 2021-2023, as well as the poverty rate of the population of Ukraine in 2021-2023, is considered. The challenges faced by the social protection system in Ukraine, such as financial constraints and an ineffective legislative framework, were also considered. In this regard, it was emphasized that it is necessary to determine the priorities of state policy on social protection of the population and to develop directions and means of optimizing the social protection system. The need for a flexible approach to social protection systems in wartime is emphasized, namely: protection of internally displaced persons; social protection of veterans and military personnel; material support for civilians; support for children and vulnerable groups; international support and assistance; social cohesion and support for local communities. The author emphasizes the need for a flexible approach to optimizing the social protection system in wartime in a number of areas and instruments. It is noted that the main areas for improving public administration of budgetary finances in the field of social protection are, firstly, compliance with the principle of balancing social protection of the civilian population and financial solvency, and secondly, strengthening the responsibility of local authorities for the use of allocated funds and control over this process.
