Abstract

The article analyzes the problems of public management and administration regarding the provision of administrative services to the population under martial law. The author singled out several important decisions taken by the Ukrainian government in the field of providing administrative services during martial law: – extension of validity of «expired» passports and driver's licenses; – automatic continuation of social benefits; – transfer of the place of payment of pensions and social benefits regardless of the registered place of residence; – telephone confirmation of the unemployed status; – reserve state registers and their transfer to the «cloud»; – «eDocument»; – marriage within 24 hours without extra charges, with the use of video communication and witnesses; – cash assistance («isHelp») without unnecessary conditions and complicated procedures; – exchange of a driver's license without a medical certificate, etc. When providing administrative services, it is essential to take into account the needs of that part of the population that is not a user of the «Action» application. Therefore, it is crucial to be able to turn to the Centers to provide administrative services for help.

Martial law became a severe test for the legal aid system in Ukraine. On the one hand, he revealed its vulnerability to external threats and the need for rapid adaptation to new conditions. On the other hand, this period it has stimulated the development of new forms and methods of providing administrative services. Improving the quality of administrative services is possible through changes in the information technology environment, increasing the electronic component in the activities of entities providing administrative services, and active use of innovative technologies in establishing communications between authorities and service consumers.

Creating favorable and affordable conditions for access to administrative services is one of the main tasks that local authorities must solve. After all, the main goal of public administration is the provision of services, and it is by the quality of services that all citizens evaluate the competence and awareness of the authorities.
